LIHTC Construction Draw Schedules: The Funding Gap Has a Calendar

Conceptual illustration created for this article.
A voucher assumption can improve the revenue side of a LIHTC model while leaving the operating plan incomplete. If the model adds contract rent but does not account for additional operating costs, resident services and the status of the assistance, it has answered only part of the feasibility question.
EZFeasi’s new supportive housing strategy is built around that distinction. For supported California 4% scenarios under its 2026 rule set, it lets the sponsor examine proposed voucher units and scoring effects, then complete the operating assumptions before seeing the financial result.
Project-based vouchers are administered through public housing agencies. HUD’s PBV overview explains the program and links to its governing guidance. A development team should establish the relevant PHA, selection process, proposed assisted units and documentation status before treating assistance as an available funding assumption.
Keep three rent concepts separate: the underwritten contract rent, the applicable HUD Fair Market Rent data, and the rent the PHA actually authorizes. FMR is an input for analysis; entering a percentage of FMR does not establish the approved rent to owner.
The federal rent-to-owner rule includes PHA determinations, reasonable-rent constraints and special provisions for certain tax-credit units. A single percentage should not be presented as a universal PBV rent entitlement. Confirm the treatment with the PHA for the specific property.
An aggregate count is not enough for a useful scenario. Identify how the proposed assistance falls across bedroom sizes and existing tax-credit rows, and whether the proposed supportive housing restriction is supported by the development plan and program evidence.
The Console’s strategy starts from eligible restricted-unit rows and uses the deal’s own FMR year and bedroom-size data. It models the selected units at 30% AMI, while retaining a lower existing designation when applicable. These are the strategy’s modeling choices, not a finding that any proposed unit automatically qualifies for assistance or a special-needs category.
Review the existing rent roll before applying a change. A row already carrying a HAP contract rent should not quietly receive a second assistance assumption. If the necessary FMR data are missing, resolve that input rather than supplying an undocumented number.
Who pays for resident services? Is that an obligation of the project, another organization or an as-yet-unsecured source? What additional property operating cost follows from the proposed strategy? These answers determine whether the added income supports additional permanent debt or is needed to carry the operating plan.
| Question | What the model needs |
|---|---|
| Assisted units | Allocation across eligible unit rows |
| Contract rent | A documented underwriting assumption, subject to PHA review |
| Added operations | The project’s additional operating cost assumption |
| Resident services | Who pays and what the project must budget |
| Restriction status | Evidence supporting the proposed housing designation |
The new EZFeasi lever separates its scoring view from the money view. It withholds the financial comparison until the added operating cost and responsibility for resident services are answered. That prevents a rent-only result from being mistaken for a completed strategy.
California scoring and ranking depend on the applicable program, pool and rule edition. Use CDLAC’s adopted regulations, including the relevant evaluation and ranking sections, rather than importing a favorable treatment from another round or state.
In the supported strategy, the Console compares the applicable tie-breaker, income-targeting and access-to-opportunity outputs on a copy of the deal. After the operating questions are completed, it also shows the effect on NOI, the permanent loan and the funding gap. The financial view still depends on the inputs and financing constraints.
A better modeled ranking measure is not an award forecast. Review the proposal against the actual assistance process, the service plan, agency requirements and lender underwriting. A scoring result alone does not establish that the supportive housing plan is deliverable. Use the award research guide to check the competitive context of that comparison.
Inspect the proposed unit-mix and operating changes before using Apply. The lever changes existing assumptions rather than creating a separate hidden model. Undo is available while the relevant values remain as the lever wrote them; later edits can end that undo window.
This is a California 4% strategy under the supported 2026 rules. It is not a nationwide PBV optimizer, an automated PHA application or a promise that assistance will be awarded. Keep an unassisted base case available so the team can understand its dependency on a future commitment.
Explore the scoring strategies and bring a proposed voucher allocation to a walkthrough. We can compare the assumptions, operating obligations and modeled effects before the team decides whether to pursue the strategy.
Use the applicable agency documents and funding-year requirements when evaluating a project.
