10 pts for committing to an additional 10 years of affordability beyond the 30-year program minimum (i.e., 40 years total); alternatively, a feasible Tenant Ownership plan (post 15-yr compliance period, with reserve/training/pricing details) can substitute.

Capped at 10 pts total even though sub-items can sum higher: QCT with signed local revitalization plan (1 pt); DDA location (1 pt, no documentation needed); Rent-Burdened Renter Households above state average per OHFA Housing Needs Assessment data (5 pts); High Opportunity Area — pick one of poverty rate below state avg / median HH income above state avg / location in a Federal Opportunity Zone (5 pts); avoidance of any other 9% award within 3 miles in the preceding 2 years, split by elderly/family (3 pts); Proximity to Amenities — 1 pt each for up to 11 listed amenity types within 2 mi (urban) / 4 mi (rural); Population Growth — county/town/city 3-yr growth ≥2% (pop <25,000) or ≥1% (pop >25,000) (3 pts).

4. Tenant Targeted Populations

5 pts for Family developments dedicating ≥10% of units to Targeted Populations (homeless, disabled, veterans, youth aging out of foster care); 8 pts for Elderly developments that additionally target 10% of units to the same populations. Units cannot be concentrated in one bedroom size/building.

5. Tenant Populations of Individuals with Children

3 pts if ≥50% of AHTC units (excluding manager unit) have 2+ bedrooms, OR ≥30% have 3+ bedrooms. Acq/Rehab and Rehab applications automatically receive these points. Mutually exclusive with the 8-pt Elderly-with-targeted-population option in category 4.

Tiered by committed post-construction HERS Score, verified by a Certified RESNET rater: ≤80 = 10 pts; 81-85 = 8 pts; 86-90 = 5 pts; 91-95 = 3 pts. Missing the committed range at Final Application triggers a 2-funding-period application suspension.

8. Historic Nature

3 pts if 100% of a National-Register-listed/eligible historic building is rehabilitated per Secretary of the Interior's Standards, with ≥50% of proposed units in that building (existing units must be ≥16 years since placed in service; new construction units must be within 1/2 mile).

10. Development Cost Efficiency

Staff-calculated (not self-scored) percentile ranking of the application against all others submitted in the same Funding Period, across 4 weighted factors: Lowest Credits per Unit (8 pts), Lowest Credits per Bedroom (8 pts), Lowest % of Amortizing Hard Debt to Total Development Cost (8 pts), Most Square Feet per Bedroom (5 pts). Score = percentile rank x factor max, summed; results in factors 1-3 may not worsen (and factor 4 may not improve less favorably) between Preliminary and Final Application without a 2-period suspension.

11. Negative Points
-20 pts+
Deductions (not additive to the positive score) for uncorrected Form 8823s/Notices of Noncompliance (5 pts, compliance), late fee payment (3 pts), and each late report beyond 3 in a period (2 pts, allocation). Negative points follow the responsible entities/principals across future applications; posted ~30 days before each application deadline.
